Second UK Passport Cost and Approval
For frequent travellers and business cases. Same GBP 102 fee as a standard renewal, but HMPO has to agree. Tourists and casual travellers do not qualify. Updated 8 April 2026.
In one paragraph
A second UK passport costs the same as a standard renewal (£102 online if eligible for the online route, otherwise £115.50 by post). The difference is HMPO approval: you must demonstrate a genuine need (business, visa-incompatibility, or pages running out). Validity is up to 5 years, capped at the expiry of your existing passport.
Who Qualifies (And Who Does Not)
- Frequent business travellers who need one passport at an embassy for visa processing while travelling on the other
- Anyone visiting Israel and Saudi Arabia regularly; the entry stamp of one country can block entry to the other
- Travellers who fill visa pages quickly (typical heavy schedule: 30+ stamps per year)
- Government employees with diplomatic, official, or consular roles
- Journalists and certain humanitarian workers with documented travel patterns
- Tourists wanting a spare for security or backup
- Holders who prefer to keep one passport at home for ID purposes
- Travellers whose first passport simply has unused pages and no specific visa conflict
- Cases where the stated reason is convenience rather than need
- First-time applicants who do not yet have a UK passport
HMPO uses discretion. Borderline cases may go either way. A clear, specific written justification with documentary evidence (employer letter, visa stamps, travel patterns) significantly improves approval odds.
The Israel and Saudi Arabia Conflict
This is the classic textbook reason for a second UK passport. The conflict has eased recently but the rules are worth knowing:
- Historical position. Saudi Arabia and several Arab states refused entry to travellers with Israeli stamps in their passports. The reverse was also true.
- Current position. Israel now issues entry stamps on a separate paper slip rather than in the passport, easing the conflict for incoming travellers. Saudi Arabia has substantially normalised travel rules since 2019.
- But. Some Arab states (Iran, Iraq, Lebanon, Libya, Syria, Yemen) continue to refuse entry to passports showing Israeli stamps. Travellers visiting both regions still benefit from a second passport.
- HMPO position. HMPO still approves second passports for documented Israel-Saudi or Israel-Iran travel patterns. The application should specifically cite the destination countries and provide evidence.
The Visa-Processing Business Case
The strongest single argument for a second UK passport is the visa-processing scenario:
You travel to country A. Six weeks later you need to travel to country B, which requires a visa applied for in person at the country B embassy in London. The embassy keeps your passport for 4 weeks during the visa process.
Three weeks into that 4-week wait, you need to travel to country C for business. The country C trip cannot be moved.
With one passport: you would have to cancel either the country B visa application or the country C trip. With two passports: you submit one to the country B embassy, travel to country C on the other. This is the canonical second-passport use case. HMPO routinely approves it with an employer letter confirming the travel pattern.
How to Apply
Second-passport applications cannot be made via the standard online flow. Download the passport application form from gov.uk and tick the second-passport box.
A single page is enough. State your reason (business need, visa conflict, page-fill), the specific destination countries involved, and the typical travel pattern (frequency per year, duration). HMPO uses this to assess the case.
Most useful: an employer letter on company letterhead confirming the business travel pattern. Plus copies of visa stamps from the existing passport showing the frequency. For visa-conflict cases, evidence of recent or planned travel to both regions.
Two signed photos meeting GOV.UK standards, the GBP 115.50 postal fee, and your existing passport (HMPO returns it). Send by recorded delivery to the postal address on the form.
HMPO either approves and issues, or refuses with a written explanation. Processing takes up to 10 weeks. If refused, the fee is partially refunded but HMPO retains a processing charge. You can re-apply with additional evidence.
Validity and Renewal
A second UK passport has different validity rules from a first passport:
- Maximum 5 years. Not the standard 10. HMPO issues second passports for 5 years to limit cumulative cost-recovery exposure.
- Capped at first-passport expiry. A second passport cannot extend beyond the validity of your first. If your first passport has 3 years left, your second is issued for 3 years.
- Renewal requires reapproval. When the second passport expires, you re-apply with fresh justification. HMPO does not auto-renew.
- Same fee at each renewal. GBP 102 online or GBP 115.50 postal, identical to the standard adult fee. There is no second-passport surcharge or discount.
Second Passport vs Emergency Travel Document
Two related but distinct options. Useful to know which is which:

Emergency travel documents are not equivalents for second passports. They are short-term replacements when your passport is lost or stolen abroad. They get you home, not on a business trip to a different country.
