Yes. You can renew up to 9 months before your passport expires. Any remaining validity carries over to your new 10-year passport. HMPO recommends renewing at least 10 weeks before you need to travel.
Is fast track worth the extra cost?
Fast track costs £64.50 more than standard (£166.50 vs £102). It is worth it if you are travelling in under 8 weeks and standard processing will not arrive in time. It is not worth it if you have 10+ weeks until travel - standard will arrive comfortably.
Does it cost the same to get a first passport as a renewal?
Yes. A first adult passport costs exactly the same as a renewal: £102 online or £115.50 by post. The process has extra steps (possible countersignature, possible identity interview) but the fee is identical.
